The National Institute of Statistics (ISTAT) is a public research organization and the main producer of official statistics in Italy. The institute operates autonomously and in continuous interaction with academia and science. It is a member of the PSE (European Statistical Program) and SISTAN (National Statistical System) and its mission is to serve the community through the production and communication of statistical information, analysis and forecasts in the economic, social and environmental spheres, simultaneously addressing different audiences, including businesses, the press, citizens and administrations to meet heterogeneous needs and requirements.

Requirements

ISTAT's institutional website is the main point of contact for its stakeholders. It plays an important role as a showcase and primary source of information on its transparency structure and obligations.

ISTAT has requested an overhaul of the portal to improve accessibility, navigability and the overall user experience. With a complex and fragmented structure over time, the portal contained over 20,000 articles, 900 pages in italian and english, and numerous related thematic minisites. The goal was to redesign the online communication platform, specifically focusing on the rigid template structure and a navigation menu that did not meet navigation standards.

To address these challenges, ISTAT relied on Deda Next to improve the UX and simplify content management of the site. The project was based on user-centered design methodologies and involved a multidisciplinary Deda team of experts in information architecture, digital communication, and systems engineering.

The project developed in the first phase of analysis, during which the state of the art was mapped and examined, and necessary changes identified. In the second phase, the information architecture, navigation flows, development and improvement of visual elements, templates, and, more generally, all User Interface (UI) elements were redesigned from a multi-device perspective.

A new search system, prominently positioned on the home page, was implemented to address the need to optimize content search and reduce user requests for support. Maintained and refined where necessary the tone of voice and look & feel already adopted by ISTAT to communicate directly with its audience and nurture the image of open and dynamic administration. From a technological perspective, the portal was based on WordPress and integrated with API REST and SOAP. In addition, responsive components and accessibility standards that were compliant with AgID and Web Content Accessibility Guidelines (WCAG) were implemented.

The Results

As a result of the Deda Next redesign, the new ISTAT portal offers a more intuitive navigation experience, with access to up-to-date statistical information in an orderly and fast manner. The user experience, usability optimization, and tone of voice have improved the relationship with users and the institute's image. On the operational front, content standardization and back-office customization ensured efficiency and visual uniformity. Development costs were contained through timely analysis and targeted interventions designed to meet new future needs. There were also several benefits regarding content governance resulting in greater control and complete monitoring of all sections of the site, by the relevant team. Thanks to the new technology infrastructure and timely SLA, the scalability and stability of the site have also been ensured, as well as improved overall browsing speed performance.
